Compliance requirements
The bidder must confirm the standard exclusion grounds, especially that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for, or control the bidder, have been finally convicted in the last five years for participation in a criminal organisation or corruption, unless the exclusion period has already expired. If an exclusion ground applies, the bidder may provide evidence of self-cleaning, where allowed by law or the tender documents. The machine-readable notice did not include the full list of exclusion grounds, so the exact requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the required training plan for each offered lot using the prescribed form and complete all fields. The training plan must be based on the technical specification and the framework curriculum, and the contracting authority will assess it according to the evaluation methodology. The team must include at least 2 lecturers, and their CVs must be submitted in the prescribed form together with copies of educational documents if needed; each CV must be signed by the lecturer. If online teaching is used, the bidder must also provide the details of the online learning environment during contract performance. The compliance requirements also include confirmation that the bid accepts all tender document conditions, is unconditional, and follows the prescribed structure for submitting the bid price. In addition, the bidder must confirm that any subcontractors and suppliers involved in contract performance are established in Estonia, another EU Member State, another EEA Agreement State, or a country that has joined the WTO Government Procurement Agreement.
