Compliance requirements

The machine-readable notice includes the standard exclusion grounds from the ESPD, including participation in a criminal organisation, corruption, fraud and other mandatory grounds. The bidder or its managers/representatives must confirm whether any such conviction or exclusion ground applies. If an exclusion ground exists, the bidder may describe self-cleaning measures and indicate whether the information is electronically available. Qualification criteria and exclusion grounds

The notice and selected documents require the bidder to submit a team and several compliance documents. The bidder must provide signed CVs for at least two trainers and one project manager, together with copies of the education documents. The team members must meet the minimum requirements in the technical specification and speak Estonian as a native language or at least at C1 level. The bidder must also submit a course curriculum draft that complies with the technical specification, the continuing education standard and the Adult Education Act. The draft must include the course title, purpose, target group, total volume, contact teaching hours, independent/practical work, module content, learning outcomes, assessment methods, learning environment, materials, teaching methods, completion conditions and a study visit with alternatives. It must show that the course supports the national curriculum, covers subject-specific language use, CLIL principles, language-aware subject teaching, learner-centred and differentiated learning, includes at least 33 academic contact hours and at least 8 academic hours of independent and/or practical work, consists of at least two two-day modules, and includes at least one study visit within Estonia to a general education school followed by reflection.
