Qualification criteria and exclusion grounds
The bidder must submit signed CVs of two trainers on the contracting authority’s forms, together with copies of documents proving their education, and a signed CV of the project manager together with a copy of the document proving their education. The team must include at least two trainers and one project manager. All team members must meet the minimum requirements set out in point 12 of the technical specification and must speak Estonian either as their mother tongue or at least at C1 level.
The bidder must also submit a draft curriculum for the subject-language course on the contracting authority’s form. The draft must comply with section 2 of the continuing education standard and chapter 3 of the Adult Education Act, and it must include all required elements, such as the objective, target group, breakdown of volume, content by module, learning outcomes, assessment methods and criteria, learning environment description, learning materials, training methods, completion conditions and an overview of the study visit.
The curriculum must show that the course supports the objectives of the technical specification and complies with the national curriculum for basic school, covers subject-specific vocabulary and texts, includes CLIL principles, language-aware subject teaching principles, and learner-centred and differentiated teaching. The course must be at least 33 academic contact hours and at least 8 academic hours of independent and/or practical work. It must consist of at least two two-day modules and include at least one study visit within Estonia to a general education school, followed by reflection.
The bid must comply with the conditions set out in the tender documents, and the bid price must be submitted in the required structure. If any precise qualification or compliance requirements are available only in the tender documents, they must be checked there separately first.
