Compliance requirements
The tender documents include standard exclusion grounds. A bidder may be excluded if the company, or its management, administrative or supervisory body member, or a person authorised to represent, decide for or control the company, has a final conviction for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or other listed offences within the relevant look-back period, or if the exclusion period in the conviction is still in force. The bidder may be asked to confirm whether any exclusion ground applies and, where allowed, whether self-cleaning measures have been taken. If the machine-readable notice does not contain the full list, the exact grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s annual turnover must be at least EUR 80,000 in each of the three preceding completed financial years. The bidder must provide a declaration and, if requested, the annual accounts for the last three financial years or another acceptable proof.
The bidder must have at least one previous service contract completed within the last 36 months that is similar to the subject matter of this tender. Similar services include organisational development, training or development programmes, mentoring, or capacity-building services, including activities related to inclusion, accessibility, community cooperation, or diversity management. For the reference, the bidder must provide the contract details, value, dates, and the other contracting party.
The team must consist of at least three members and must include a project manager. In addition, the following competencies must be covered: diversity and intercultural communication; community development and volunteer development; communication and accessibility; knowledge of international and Estonian good practices; and funding and partnership opportunities. At least one verifiable reference is required for each competency area.
The project manager must have at least 3 years of experience in managing multi-party cooperation projects in training or development activities, higher education at least at bachelor’s level, and Estonian language skills at C1 level. Signed CVs must be submitted for all team members, showing compliance with the requirements.
The bid must include a service delivery description covering at least the overall programme solution and methodology, the work organisation and an initial week-by-week schedule, the team composition and division of roles, and risk mitigation measures in case too few participants enrol or dropout is high. The bid must comply with the tender documents, and conditional bids are not allowed.
