Compliance requirements

The exclusion grounds include participation in a criminal organisation and corruption. The bidder or its management, supervisory or representative persons must not have a final conviction for these offences within the last five years, unless the exclusion period in the conviction has already expired. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where allowed by the procurement documents or law.

Qualification criteria and exclusion grounds

For lot 1, the bidder must prove that within the 36 months before the start of the procurement it has completed at least 2 contracts for the supply and installation in Estonia of a water purification system model equivalent to the contract subject. The bidder must provide the details of two separate contracts in the ESPD, and if the contracts were awarded through a public procurement procedure, also the procurement reference number. If the bidder relies on the capacities of other entities, the ESPD for those entities must also be submitted. For lot 2, the bidder must prove that within the 36 months before the start of the procurement it has completed at least 2 contracts for the supply and installation in Estonia of a dishwashing centre model equivalent to the contract subject. The bidder must provide the details of two separate contracts and, where applicable, the procurement reference number. If the bidder relies on the capacities of other entities, the required ESPD for those entities must also be submitted. During contract performance, the bidder must ensure that its team includes at least 1 maintenance engineer for the entire contract period. The engineer must have completed manufacturer training for maintenance and repair of the offered water purification system, and a copy of the manufacturer-issued certificate must be provided. The bid must comply with the tender documents, be unconditional, and, where relevant, include explanations and evidence of equivalence. In a joint bid, a power of attorney from the joint bidders must be submitted. The bid price must be provided in the required structure. If the bidder claims business secrecy, it must justify that claim in the bid. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. Subcontractors and suppliers used for contract performance may only be established in the required countries.
