The bidder must confirm that neither it nor the persons with authority to represent, decide for, or control it have been convicted of participation in a criminal organisation, corruption, fraud, terrorism, money laundering, illegal use of child labour, or human trafficking. The bidder must also have no tax, fee or environmental charge arrears, and the contract must not breach any international or Government of the Republic sanctions. If the bid involves a foreign company or a foreign company participates through reliance, a joint bid or subcontracting, the contracting authority may request additional evidence that no exclusion grounds apply.

The bidder’s total net turnover for the last three completed financial years before the start of the procurement must be at least EUR 210,000 excluding VAT, with at least EUR 70,000 in each year. If the bidder is not registered in Estonia or if the contracting authority cannot verify compliance from public data, it may request annual report extracts or other evidence. Joint bidders may rely on each other’s figures.
