Compliance requirements
The tender documents include the standard exclusion grounds, including criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and other mandatory exclusion checks. The bidder or its managers/representatives must confirm that none of these grounds apply, and may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full list in a concise form; the official tender documents must be checked for the complete exclusion grounds and confirmations.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least one sale and/or rental contract for light decorations with installation within the 36 months before the procurement started, with a value of at least EUR 20,000 excluding VAT. The bidder must submit a list of completed contracts with information on contract dates, value, and the other contracting party, and must be ready to provide additional explanations or documents within 5 working days if requested. The bid must comply with the tender documents, use the required price structure, and include all costs. The notice also requires confirmation that the bid is unconditional, that any equivalence is explained and evidenced if relevant, and that the required joint-bidder power of attorney and trade secret declarations are handled where applicable. Subcontractor restrictions under EU sanctions rules apply: the bidder confirms that subcontractors and suppliers performing more than 10% of the contract value are not Russian citizens, residents, Russian-established entities, or entities controlled by them.
