Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other listed grounds. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning where allowed. The notice also includes confirmations related to sanctions, ownership and control, Russian-related ownership restrictions, and subcontractor/supplier restrictions. The exact exclusion grounds and required confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must meet the qualification and compliance requirements in the tender documents. Financially, the bidder’s net turnover for each of the last 3 financial years must be at least EUR 500,000. In technical and professional terms, the bidder must show at least 1 contract in the field of firewalls and related licences and support services, completed within the 36 months before the start of the procurement, with a value of at least EUR 100,000 excluding VAT; if the contract is older or still ongoing, the completed amount within that 36-month period must be stated. The bid must also include the required technical offer, confirm that the offered equipment is new, provide a warranty of at least 3 years, and confirm manufacturer premium-level support during the warranty period. If the bidder is represented by someone whose authority is not visible from the register, a power of attorney must be submitted. For a joint bid, a joint power of attorney and the ESPD for each partner are required.
