Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other listed grounds. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning where allowed. The notice also includes confirmations related to sanctions, ownership and control, Russian-related ownership restrictions, and subcontractor/supplier restrictions. Qualification criteria and exclusion grounds

The bidder must meet the qualification and compliance requirements in the tender documents. Financially, the bidder’s net turnover for each of the last 3 financial years must be at least EUR 500,000. In technical and professional terms, the bidder must show at least 1 contract in the field of firewalls and related licences and support services, completed within the 36 months before the start of the procurement, with a value of at least EUR 100,000 excluding VAT; if the contract is older or still ongoing, the completed amount within that 36-month period must be stated. The bid must also include the required technical offer, confirm that the offered equipment is new, provide a warranty of at least 3 years, and confirm manufacturer premium-level support during the warranty period. If the bidder is represented by someone whose authority is not visible from the register, a power of attorney must be submitted. For a joint bid, a joint power of attorney and the ESPD for each partner are required.
