Compliance requirements

The tender documents include the standard exclusion grounds under the Public Procurement Act, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may, where allowed, provide evidence of self-cleaning measures to restore reliability. The machine-readable notice did not provide a complete list of all exclusion grounds, so the official tender documents must be checked.

Qualification criteria and exclusion grounds

The bidder must submit product samples for the items listed in technical specification parts 1 (workwear) and 2 (safety footwear). The samples must be delivered to the contracting authority no later than the tender submission deadline. Workwear samples must correspond to size L for both men’s and women’s models, and footwear samples to sizes 38 and 43. For each offered product, the bidder must provide an Estonian-language description, a product image, a size chart, and Estonian-language user and maintenance instructions. If an equivalent product is offered, equivalence must be explained and supporting evidence must be attached. The bidder must have a permanent store or representative outlet in Tallinn where the contracting authority’s staff can try on, select and buy the products at least on working days during working hours. The tender must comply with the technical requirements in the procurement documents, the unit-price form and the other compliance requirements. If the bidder participates jointly, a joint-bid power of attorney must be attached. If the bid contains trade secrets, they must be identified and justified. If requested by the contracting authority, other evidence or documents confirming product compliance must also be provided.
