Implementation of the basic training programme for low-intensity psychological interventions (VIPS)

The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents. The compliance conditions do require the bidder to identify any trade secret in the offer, justify that designation, and not mark the offer price or other numerical indicators used for evaluation as a trade secret. Conditional bids are not allowed, and the bid must be signed by an authorised signatory or accompanied by a power of attorney if needed.

The bidder must provide the project management plan, the team composition confirmation, the project manager CV and proof of the project manager’s education, the programme manager CV and proof of the programme manager’s education and adult training competence, at least one trainer CV and proof of each trainer’s education and adult training competence, the teaching methodology and organisation description, and the bid price form. The methodology description must follow Annex 2 and explain the approach for each module, the forms of learning activities, the modality and volume, and why the chosen method helps achieve the training objectives. The bid price must be given on Annex 6 and in the RHR price form, with the total price excluding VAT to two decimal places. The price must cover all services and activities needed to achieve the contract purpose.
