The bidder must not be excluded on the mandatory grounds listed in the procurement documents, including participation in a criminal organisation, corruption, fraud and the other standard exclusion grounds set out in the ESPD. If an exclusion ground applies, the bidder may, where allowed, provide evidence of self-cleaning. The machine-readable notice did not include the full exclusion list in a concise form; the exact grounds and any required confirmations must be checked in the tender documents.

The bidder must provide evidence of at least one service contract completed during the 36 months before the start of the procurement that matches the contracting authority’s specified characteristics. The workshop provider must have experience from the last three years in delivering at least 60 academic hours of practical workshops or training in drones, robotics or other digital technology. Training hours may be aggregated. The contracting authority has included reference form HD Annex 4 in the tender documents. For Lot 1, the bidder must describe at least one relevant assignment and provide its value, dates, contracting party and other party details, and where applicable the client and contact details. The machine-readable notice did not include precise qualification requirements for Lot 2; these must be checked in the tender documents.
